Oh my god I'm not going to lie this plot has been on my mind for years! since I re founded the TV show! ..Yes in my head cannon (like most fans I bet) they are twins..only in my head Negaduck got sucked into the negaverse when he and Darkwing were six both gaining memory loss..only Negs got his memory back from the anvil hitting him.(You all know what episode I'm talking about?) And right now Negaduck has literally dragged Darkwing to where they got seperated.

   Only DW didn't want to believe it..until he looked around and it all came back to him.
